Our presence shows that terrorism cannot hold back mankind's efforts to address climate change and pursue a better future. | 《聯(lián)合國氣候變化框架公約》生效20多年來，在各方共同努力下，全球應(yīng)對(duì)氣候變化工作取得積極進(jìn)展，但仍面臨許多困難和挑戰(zhàn)。巴黎大會(huì)正是為了加強(qiáng)公約實(shí)施，達(dá)成一個(gè)全面、均衡、有力度、有約束力的氣候變化協(xié)議，提出公平、合理、有效的全球應(yīng)對(duì)氣候變化解決方案，探索人類可持續(xù)的發(fā)展路徑和治理模式。法國作家雨果說：“最大的決心會(huì)產(chǎn)生最高的智慧。”我相信，只要各方展現(xiàn)誠意、堅(jiān)定信心、齊心協(xié)力，巴黎大會(huì)一定能夠取得令人滿意的成果，不辜負(fù)國際社會(huì)的熱切期盼。 | Thanks to joint efforts of all parties since the United Nations Framework Convention on Climate Change entered into force over 20 years ago, global actions on climate change have made progress although there are still numerous difficulties and challenges. This Paris Conference is hence convened to strengthen implementation of the UNFCCC and bring about a comprehensive, balanced, ambitious and binding agreement on climate change. The conference is also expected to come up with equitable, reasonable and effective global solutions to climate change and explore pathways and governance models for mankind to achieve sustainable development. The French writer Victor Hugo once observed in Les Miserables that "supreme resources spring from extreme resolutions." (Les resources supremes sortent des resolutions extremes.) I believe that with all parties making joint efforts with sincerity and confidence, the Paris Conference will yield satisfying results and meet the high expectations of the international community. |

Addressing climate change should not deny the legitimate needs of developing countries to reduce poverty and improve their people's living Standards. Special needs of the developing countries must be well attended to. |

| 過去幾十年來，中國經(jīng)濟(jì)快速發(fā)展，人民生活發(fā)生了深刻變化，但也承擔(dān)了資源環(huán)境方面的代價(jià)。鑒往知來，中國正在大力推進(jìn)生態(tài)文明建設(shè)，推動(dòng)綠色循環(huán)低碳發(fā)展。中國把應(yīng)對(duì)氣候變化融入國家經(jīng)濟(jì)社會(huì)發(fā)展中長期規(guī)劃，堅(jiān)持減緩和適應(yīng)氣候變化并重，通過法律、行政、技術(shù)、市場等多種手段，全力推進(jìn)各項(xiàng)工作。中國可再生能源裝機(jī)容量占全球總量的24%，新增裝機(jī)占全球增量的42%。中國是世界節(jié)能和利用新能源、可再生能源第一大國。 | In the past few decades, China has seen rapid economic growth and significant improvement in people's lives. However, this has taken a toll on the environment and resources. Having learned the lesson, China is vigorously making ecological endeavors to promote green, circular and low-carbon growth. We have integrated our climate change efforts into China's medium- and long-term program of economic and social development. We attach equal importance to mitigation and adaption, and try to make progress on all fronts by resorting to legal and administrative means, technologies and market forces. China's installed capacity of renewable energy accounts for 24% of the world's total, with the newly installed capacity accounting for 42% of the global total. China tops the world in terms of energy conservation and utilization of new and renewable energies. |

Chinese culture values harmony between man and nature and respects nature. Going forward, ecological endeavors will feature prominently in China's 13th Five-Year Plan. China will work hard to implement the vision of innovative, coordinated, green, open and inclusive development. China will, on the basis of technological and institutional innovation, adopt new policy measures to improve industrial mix, build low-carbon energy system, develop green building and low-carbon transportation, and build a nation-wide carbon emission trading market so as to foster a new pattern of modernization featuring harmony between man and nature. In its Intended Nationally Determined Contributions, China pledges to peak CO2 emissions by around 2030 and strive to achieve it as soon as possible, and by 2030, reduce CO2 per unit of GDP by 60-65% over the 2005 level, raise the share of non-fossil fuels in primary energy consumption to about 20% and increase forest stock by around 4.5 billion cubic meters over 2005. This requires strenuous efforts, but we have confidence and resolve to fulfill our commitments. |
| 中國堅(jiān)持正確義利觀，積極參與氣候變化國際合作。多年來，中國政府認(rèn)真落實(shí)氣候變化領(lǐng)域南南合作政策承諾，支持發(fā)展中國家特別是最不發(fā)達(dá)國家、內(nèi)陸發(fā)展中國家、小島嶼發(fā)展中國家應(yīng)對(duì)氣候變化挑戰(zhàn)。為加大支持力度，中國在今年9月宣布設(shè)立200億元人民幣的中國氣候變化南南合作基金。中國將于明年啟動(dòng)在發(fā)展中國家開展10個(gè)低碳示范區(qū)、100個(gè)減緩和適應(yīng)氣候變化項(xiàng)目及1000個(gè)應(yīng)對(duì)氣候變化培訓(xùn)名額的合作項(xiàng)目，繼續(xù)推進(jìn)清潔能源、防災(zāi)減災(zāi)、生態(tài)保護(hù)、氣候適應(yīng)型農(nóng)業(yè)、低碳智慧型城市建設(shè)等領(lǐng)域的國際合作，并幫助他們提高融資能力。 | China upholds the values of friendship, justice and shared interests, and takes an active part in international cooperation on climate change. Over the years, the Chinese government has earnestly fulfilled its policy commitments of South-South cooperation regarding climate change to support developing countries, especially the least developed countries, landlocked developing countries and small island developing states, in confronting the challenge of climate change. In a show of greater support, China announced in September the establishment of an RMB 20 billion South-South Climate Cooperation Fund. Next year, China will launch cooperation projects to set up 10 pilot low-carbon industrial parks and start 100 mitigation and adaptation programs in other developing countries and provide them with 1,000 training opportunities on climate change. China will continue to promote international cooperation in such areas as clean energy, disaster prevention and mitigation, ecological protection, climate-smart agriculture, and low-carbon and smart cities. China will also help other developing countries to increase their financing capacity. |
