| 中華人民共和國(guó)和俄羅斯聯(lián)邦元首指出，隨著信息基礎(chǔ)設(shè)施和信息通信技術(shù)的長(zhǎng)足進(jìn)步，信息網(wǎng)絡(luò)空間深刻改變了人類的生產(chǎn)生活，有力推動(dòng)著社會(huì)發(fā)展。一個(gè)安全穩(wěn)定繁榮的信息網(wǎng)絡(luò)空間，對(duì)兩國(guó)乃至世界和平發(fā)展都具有重大的意義。兩國(guó)將共同致力于推進(jìn)信息網(wǎng)絡(luò)空間發(fā)展，更好地造福兩國(guó)人民乃至世界人民。 | We, the President of the People's Republic of China and the President of the Russian Federation, Realize that given the rapid progress in information infrastructure facilities and information and communication technologies (ICTs), the information space has profoundly changed people's way of production and life, and substantially enhanced social development; that a secure, stable and prosperous information space is of great significance to the peace and growth of the two countries and even the whole world; that the two countries will make joint efforts to promote information space development to benefit both the Chinese and Russian peoples as well as people around the world; |
| 我們認(rèn)為，信息網(wǎng)絡(luò)空間正面臨著日益嚴(yán)峻的安全挑戰(zhàn)，信息技術(shù)濫用情況嚴(yán)重，包括中俄在內(nèi)的各國(guó)都擁有重要的共同利益與合作空間，理應(yīng)在相互尊重和相互信任的基礎(chǔ)上，就保障信息網(wǎng)絡(luò)空間安全、推進(jìn)信息網(wǎng)絡(luò)空間發(fā)展的議題，全面開展實(shí)質(zhì)性對(duì)話與合作。 | Recognize that information space is currently faced with growing security challenges and severe abuse of information technologies; that all countries including China and Russia, sharing important common interests and cooperation fields in information space and based on the principles of mutual respect and trust, are supposed to ensure information space security, promote information space development and comprehensively engage in substantive dialogue and cooperation in this area; |
| 我們一貫恪守尊重信息網(wǎng)絡(luò)空間國(guó)家主權(quán)的原則，支持各國(guó)維護(hù)自身安全和發(fā)展的合理訴求，倡導(dǎo)構(gòu)建和平、安全、開放、合作的信息網(wǎng)絡(luò)空間新秩序，探索在聯(lián)合國(guó)框架內(nèi)制定普遍接受的負(fù)責(zé)任行為國(guó)際準(zhǔn)則。 | Uphold as always the principle of respecting national sovereignty in information space; support each nation's reasonable demands of maintaining its own security and development; advocate for building of a peaceful, secure, open and cooperative information space; and explore the possibilities of developing universal rules of responsible behavior in information space within the UN framework; |
| 我們主張各國(guó)均有權(quán)平等參與互聯(lián)網(wǎng)治理，有權(quán)根據(jù)本國(guó)法律和制度實(shí)際，維護(hù)本國(guó)網(wǎng)絡(luò)安全。我們倡議建立多邊、民主、透明的互聯(lián)網(wǎng)治理體系，支持聯(lián)合國(guó)在建立互聯(lián)網(wǎng)國(guó)際治理機(jī)制方面發(fā)揮重要作用。 | Advocate for equal rights of all country to participate in Internet governance and acknowledge the right to ensure national security in information space based on its own laws and state system. Support the initiative of building a multilateral, democratic and transparent global Internet governance system and maintain UN's important role in setting up global Internet governance mechanisms; |
| 我們認(rèn)為，在中俄全面戰(zhàn)略協(xié)作伙伴關(guān)系的框架下，兩國(guó)進(jìn)一步開展信息網(wǎng)絡(luò)空間協(xié)作，對(duì)維護(hù)中俄兩國(guó)以及更廣范圍的國(guó)際利益十分必要。我們憶及2015年5月兩國(guó)簽署的《中華人民共和國(guó)和俄羅斯聯(lián)邦關(guān)于深化全面戰(zhàn)略協(xié)作伙伴關(guān)系、倡導(dǎo)合作共贏的聯(lián)合聲明》，愿進(jìn)一步增強(qiáng)兩國(guó)信息網(wǎng)絡(luò)空間互信，推動(dòng)建立公正平等的信息網(wǎng)絡(luò)空間發(fā)展和安全體系，達(dá)成以下共識(shí)： | Believe that further cooperation in information space within the framework of Comprehensive Strategic Partnership and Interaction between China and Russia is critical for safeguarding the interests of the two countries and international interests, in a broader sense; Recalling the Joint Statement of the People's Republic of China and the Russian Federation on Strengthening Comprehensive Partnership and Strategic Cooperation and on Promoting Mutually Beneficial Cooperation, dated in May 2015, In the hope of enhancing mutual trust in information space between the two countries, and building a fair and equitable system for information space development and security, Have reached the following consensus: |
| 一、共同倡導(dǎo)推動(dòng)尊重各國(guó)網(wǎng)絡(luò)主權(quán)，反對(duì)侵犯他國(guó)網(wǎng)絡(luò)主權(quán)的行為。 | 1. Jointly advocate respect to and oppose infringements on every country's sovereignty in information space; |
| 二、共同倡導(dǎo)推動(dòng)尊重各國(guó)文化傳統(tǒng)和社會(huì)習(xí)慣；反對(duì)通過信息網(wǎng)絡(luò)空間干涉他國(guó)內(nèi)政，破壞公共秩序，煽動(dòng)民族間、種族間、教派間敵對(duì)情緒，破壞國(guó)家治理的行為。 | 2. Jointly promote respect to every country's cultural traditions and social customs; resist the interference via information space in other countries' internal affairs, disruption of social order, incitement of inter-ethnic, inter-racial and inter-religious antagonism, and undermining national governance; |
| 三、加強(qiáng)信息網(wǎng)絡(luò)空間領(lǐng)域的科技合作，聯(lián)合開展信息通信技術(shù)研究開發(fā)，加大雙方信息交流與人才培訓(xùn)。 | 3. Step up scientific and technological cooperation in information space, jointly carry out research & development on ICTs, and expand the exchange of information and talent training between the two countries; |
| 四、加強(qiáng)信息網(wǎng)絡(luò)空間領(lǐng)域的經(jīng)濟(jì)合作，促進(jìn)兩國(guó)產(chǎn)業(yè)間交往并推動(dòng)多邊合作，向發(fā)展中國(guó)家提供技術(shù)協(xié)助，彌合數(shù)字鴻溝。 | 4. Strengthen economic cooperation in information space, enhance communication between enterprises of the two countries as well as multilateral cooperation, provide technical assistance to developing countries in order to bridge the digital divide; |
| 五、切實(shí)維護(hù)兩國(guó)公民在互聯(lián)網(wǎng)的合法權(quán)利，共同致力于構(gòu)建和平、安全、開放、合作的信息網(wǎng)絡(luò)空間新秩序。 | 5. Solidly protect citizens' legitimate rights and interests of the two countries on Internet, and jointly build a peaceful, secure, open and cooperative information space; |
| 六、加大工作力度，預(yù)防和打擊利用網(wǎng)絡(luò)進(jìn)行恐怖及犯罪活動(dòng)，倡議在聯(lián)合國(guó)框架下研究建立應(yīng)對(duì)合作機(jī)制，包括研究制定全球性法律文書。 | 6. Make more efforts in preventing and combating the use of Internet for terrorist and criminal purposes; promote an initiative of setting up a coordinated response and cooperation mechanism within the UN framework, including on the issues of exploring the possibilities of new global legal instruments; |
| 七、開展網(wǎng)絡(luò)安全應(yīng)急合作與網(wǎng)絡(luò)安全威脅信息共享，加強(qiáng)跨境網(wǎng)絡(luò)安全威脅治理。 | 7. Advance cooperation in information security emergency response and information sharing of information security threat, and enhance cross-border information security threat management. |
| 為落實(shí)上述任務(wù)，我們指定中華人民共和國(guó)國(guó)家互聯(lián)網(wǎng)信息辦公室主任和負(fù)責(zé)信息技術(shù)應(yīng)用的俄羅斯聯(lián)邦總統(tǒng)助理作為兩國(guó)高級(jí)代表，負(fù)責(zé)定期舉行會(huì)晤，就共同關(guān)心的問題進(jìn)行磋商，確定信息網(wǎng)絡(luò)空間互利合作的新方向，提出倡議并統(tǒng)籌協(xié)調(diào)相關(guān)部門間合作。雙方外交、執(zhí)法、通信等主管部門將繼續(xù)加強(qiáng)已有合作的對(duì)口磋商，制定各自領(lǐng)域的實(shí)施路線圖。 | In order to implement the above mentioned tasks, Minister of Cyberspace Administration of the People's Republic of China and Aide to the President of the Russian Federation on Information Technologies Application, are designated as senior representatives of the two countries, responsible to meet regularly and have consultations on the issues of common concern, identify new mutually beneficial directions for cooperation in information space, put forward initiatives and ensure coordination of inter-agency cooperation. Competent authorities including foreign affairs, law enforcement and communications etc. from both countries will continue to reinforce existing bilateral consultations with their counterparts and draw implementation roadmaps in their respective fields. |
