| 今天，我們隆重召開國家科學(xué)技術(shù)獎(jiǎng)勵(lì)大會(huì)，表彰為我國科技事業(yè)和現(xiàn)代化建設(shè)作出突出貢獻(xiàn)的科技工作者。剛才，習(xí)近平總書記等黨和國家領(lǐng)導(dǎo)同志，向獲得國家最高科學(xué)技術(shù)獎(jiǎng)的趙忠賢院士、屠呦呦研究員和其他獲獎(jiǎng)代表頒了獎(jiǎng)。在此，我代表黨中央、國務(wù)院，向全體獲獎(jiǎng)人員表示熱烈祝賀！向全國廣大科技工作者致以崇高敬意和誠摯問候！向參與和支持中國科技事業(yè)的外國專家表示衷心感謝！ | Today, we are gathered for the important occasion of the National Science and Technology Award Conference to honor professionals in science and technology who have made outstanding contribution to advances in their own fields and to the modernization of China overall. Just now, General Secretary Xi Jinping and other Party and state leaders presented the Highest National Award of Science and Technology to academician Zhao Zhongxian and researcher Tu Youyou and conferred other awards to their winners. Here, on behalf of the CPC Central Committee and the State Council, I wish to extend warm congratulations to all the award-winners, and convey cordial greetings and high regard to all the science and technology professionals in China. My deep appreciation also goes to foreign experts who have participated in and supported the development of science and technology in China. |
| 剛剛過去的一年，面對(duì)復(fù)雜嚴(yán)峻的國內(nèi)外環(huán)境，在以習(xí)近平同志為核心的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，我國經(jīng)濟(jì)社會(huì)發(fā)展取得了顯著成就，科技戰(zhàn)線大事喜事多、創(chuàng)新成果多。黨中央、國務(wù)院召開全國科技創(chuàng)新大會(huì)，明確提出要建設(shè)世界科技強(qiáng)國。創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略深入實(shí)施，《國家創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略綱要》頒布施行，面向2030年的科技創(chuàng)新重大項(xiàng)目部署啟動(dòng)，科技體制改革和管理方式創(chuàng)新加快推進(jìn)，以增加知識(shí)價(jià)值為導(dǎo)向的分配政策制定實(shí)施，有效調(diào)動(dòng)了廣大科技人員的積極性。一批具有標(biāo)志性意義的重大科技成果涌現(xiàn)，不少達(dá)到國際先進(jìn)水平。神舟十一號(hào)載人飛船與天宮二號(hào)空間試驗(yàn)室成功交會(huì)對(duì)接，航天員實(shí)現(xiàn)中期駐留，世界最大單口徑射電望遠(yuǎn)鏡建成使用，世界首顆量子科學(xué)實(shí)驗(yàn)衛(wèi)星“墨子號(hào)”發(fā)射升空，使用中國自主研發(fā)芯片的超級(jí)計(jì)算機(jī)“神威?太湖之光”再次刷新世界紀(jì)錄。科技創(chuàng)新成果加速轉(zhuǎn)化，大眾創(chuàng)業(yè)、萬眾創(chuàng)新蓬勃興起，創(chuàng)新作為引領(lǐng)發(fā)展的第一動(dòng)力作用更加顯現(xiàn)。中國創(chuàng)新令世界矚目、讓人民自豪。中華大地在創(chuàng)新中展現(xiàn)出勃勃生機(jī)與活力。 | Last year, thanks to the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core, China made notable strides in economic and social development despite complex and grim internal and external environment. Major milestones were recorded in fields of science and technology and numerous outcomes in innovation were achieved. The CPC Central Committee and State Council convened the National Science, Technology and Innovation Conference, issuing a clarion call to build China into a science and technology giant. Vigorous efforts were made to implement the innovation-driven development strategy, such as the promulgation of the Outline of the National Strategy on Innovation-driven Development and the launch of programs for major science, technology and innovation projects toward 2030. Reform of science and technology institutions and innovation in management were accelerated, and a distribution policy that puts premium on the value of knowledge was introduced, which effectively incentivized science researchers. Significant breakthroughs were made in science and technology, many of which reached an internationally advanced level. Let me list a few. The Shenzhou 11 manned spacecraft successfully docked with Tiangong 2 space lab and astronauts managed a medium-term stay in space. The world's largest single aperture spherical telescope went into operation. The world's first quantum science experimental satellite "Mozi" was launched. The supercomputer "Sunway TaihuLight" powered by a home-made chip held the current world record. Outcomes of science, technology and innovation are now commercialized at a faster pace. The initiative of mass entrepreneurship and innovation gained a strong momentum. Innovation as the primary driving force is exerting a notably positive impact on growth. "Innovated in China" won international recognition, made the Chinese people proud and unleashed enormous energy that invigorated the whole nation. |
| 當(dāng)前，世界新一輪科技革命和產(chǎn)業(yè)變革孕育興起，搶占未來制高點(diǎn)的國際競爭日趨激烈。我國經(jīng)濟(jì)結(jié)構(gòu)深度調(diào)整、新舊動(dòng)能接續(xù)轉(zhuǎn)換，已到了只有依靠創(chuàng)新驅(qū)動(dòng)才能持續(xù)發(fā)展的新階段，比以往任何時(shí)候都更加需要強(qiáng)大的科技創(chuàng)新力量。必須認(rèn)真學(xué)習(xí)貫徹習(xí)近平總書記系列重要講話精神，把創(chuàng)新擺在國家發(fā)展全局的核心位置，以新發(fā)展理念為引領(lǐng)，以供給側(cè)結(jié)構(gòu)性改革為主線，深入實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略，加快培育壯大新動(dòng)能、改造提升傳統(tǒng)動(dòng)能，推動(dòng)經(jīng)濟(jì)保持中高速增長、邁向中高端水平。 | A new round of technological revolution and industrial transformation is in the making, further sharpening international competition to stay ahead of the curve. China has entered a new phase of economic development featuring deep structural adjustments and renewal of driving forces. Only through innovation can China sustain the strong momentum of development. More than ever the powerful force of science, technology and innovation is called for. We must conscientiously study and act on the thinking laid out in the important speeches of General Secretary Xi Jinping, put innovation at the center of development and follow the new vision on development. Specifically we will focus on supply-side structural reform, deepen the implementation of innovation-driven development, and transform traditional drivers of growth while fostering new ones, with a view to maintaining a medium-high rate of growth and reaching a medium-high level of development. |
| 我們要全面提高科技創(chuàng)新能力，筑牢國家核心競爭力的基石。瞄準(zhǔn)世界科技前沿，緊扣經(jīng)濟(jì)社會(huì)需求，在戰(zhàn)略必爭領(lǐng)域前瞻部署、超前研究，推進(jìn)國家科技重大項(xiàng)目、重大工程和重大基礎(chǔ)設(shè)施建設(shè)，夯實(shí)科技創(chuàng)新的基礎(chǔ)支撐。要大力加強(qiáng)基礎(chǔ)研究和原始創(chuàng)新，充分發(fā)揮科研院所和高校的主力軍作用，建立長期穩(wěn)定的支持機(jī)制，鼓勵(lì)從事基礎(chǔ)研究和原始創(chuàng)新的科研人員潛心研究，可以十年不鳴，爭取一鳴驚人。要建立以企業(yè)為主體、以市場為導(dǎo)向的技術(shù)創(chuàng)新機(jī)制，引導(dǎo)社會(huì)各方面力量投入創(chuàng)新領(lǐng)域。推動(dòng)開放式科技創(chuàng)新，深化國際科技合作，利用互聯(lián)網(wǎng)等新平臺(tái)新模式，加強(qiáng)產(chǎn)學(xué)研協(xié)同，集聚優(yōu)化創(chuàng)新要素，提高科技創(chuàng)新和成果轉(zhuǎn)化效率。 | We will build up the capability of scientific and technological innovation across the board to lay a solid foundation for our country's core competitiveness. We should closely follow frontier trends in science and technology, and make early and visionary planning for research and application in focal areas in light of the needs of our economy and society. National scientific and technological programs and projects and key infrastructure must be implemented and built to support innovations in science and technology. We must strengthen basic research and original innovation, give full play to the central role of scientific research institutes and universities, and develop long-term and stable supporting mechanisms for researchers engaged in these areas to delve deep into their areas of endeavor. It is by no means easy for them to work quietly and thanklessly for long years. Yet their efforts will be adequately rewarded once the breakthrough comes. To encourage social input in innovation, a mechanism needs to be put in place to encourage companies to play a leading role based on market rules. We should also encourage greater openness in scientific and technological innovation by enhancing international cooperation and leveraging the Internet and other new platforms and models to develop synergy among industries, universities and research institutes. We should pool and upgrade factors of innovation and raise the efficiency of commercialization of innovation and research outcomes. |
| 我們要深化科技體制改革，充分調(diào)動(dòng)科技人員積極性。人才是科技創(chuàng)新最關(guān)鍵的因素。必須充分尊重科技人才，保障科技人才權(quán)益，最大限度激發(fā)科技人才的創(chuàng)造活力。要深入推進(jìn)科技領(lǐng)域簡政放權(quán)、放管結(jié)合、優(yōu)化服務(wù)改革，推行科研管理清單制度，實(shí)施更加方便簡約有效的規(guī)則，賦予科研院所和高校更大的科研自主權(quán)，賦予創(chuàng)新領(lǐng)軍人才更大的人財(cái)物支配權(quán)。要加大成果處置、收益分配、股權(quán)激勵(lì)、人才流動(dòng)、兼職兼薪等政策落實(shí)力度，使創(chuàng)新者得到應(yīng)有榮譽(yù)和回報(bào)，增強(qiáng)科技人員的持久創(chuàng)造動(dòng)力。 | We will deepen institutional reform for scientific and technological development and fully motivate professionals working in these fields. Talents hold the key to innovation. We must give full respect to scientists, engineers and technicians, guarantee their rights and interests, and tap their potential to the full. The government must further streamline science and technology administration, delegate powers and provide better services. A checklist-based management approach should be taken to strengthen and simplify rules, whereby greater autonomy will be given to institutes and universities in their research activities, and greater say to leading professionals of innovation in allocating research personnel, funding and resources. The government will vigorously implement policies regarding the usage of research outcomes, distribution of research yields, equity incentives, mobility of talents and permission for researchers to take part-time roles and be remunerated for that. All these will help to duly recognize and reward innovators, thus providing long-term motivation for scientific and technological research and innovation. |
| 我們要推動(dòng)大眾創(chuàng)業(yè)、萬眾創(chuàng)新，著力激發(fā)全社會(huì)創(chuàng)新潛能。人民群眾是歷史的創(chuàng)造者，也是推動(dòng)創(chuàng)新的根本力量。我們有1.7億多受過高等教育或擁有專業(yè)技能的人才，蘊(yùn)藏著巨大的創(chuàng)新潛能，這是我國發(fā)展用之不竭的最大“富礦”。要不拘一格用好各方面創(chuàng)新人才，集眾智、匯眾力，提高社會(huì)創(chuàng)新效率。既要支持專業(yè)人才在創(chuàng)新上不斷突破，也要激發(fā)普通民眾的創(chuàng)造潛力；既要支持本土人才勇攀高峰，也要吸引海歸人才、外國人才來華創(chuàng)業(yè)創(chuàng)新。我們要以海納百川、求賢若渴的氣度，為各類創(chuàng)新人才施展才華提供更大空間、更廣闊的舞臺(tái)。 | We will encourage mass entrepreneurship, and bring out the society's potential for innovation. Our people are makers of history and also the fundamental driving force for innovation. We have over 170 million people with higher education or professional skills, who are endowed with great potential for innovation and form the biggest treasure house for our country's development. We must enable all talents to apply their potential, pool their talents and strength, and raise the efficiency of the innovation. We should help both professionals to make new innovations and the common people to explore their creativity. We should both support domestically educated talents to scale the heights of their professions, and encourage overseas talents and foreign professionals to pursue start-ups and innovation in China. The Chinese government welcomes talents with an open mind and open arms. We will provide greater space and broader platforms for all innovators to fulfill their potential. |
| 我們要全面提高創(chuàng)新供給能力，推動(dòng)科技創(chuàng)新成果向各行業(yè)各領(lǐng)域覆蓋融合，加快新舊動(dòng)能轉(zhuǎn)換。新動(dòng)能既來自新興產(chǎn)業(yè)成長，也來自于傳統(tǒng)產(chǎn)業(yè)的改造提升。在科技創(chuàng)新的推動(dòng)下，我國新興產(chǎn)業(yè)快速成長，數(shù)字經(jīng)濟(jì)、分享經(jīng)濟(jì)、平臺(tái)經(jīng)濟(jì)等新業(yè)態(tài)方興未艾，對(duì)這些產(chǎn)業(yè)要審慎監(jiān)管，使之健康發(fā)展。同時(shí)，要促進(jìn)新技術(shù)、新業(yè)態(tài)、新模式加快與一二三產(chǎn)業(yè)融合發(fā)展，推動(dòng)實(shí)體經(jīng)濟(jì)升級(jí)，使傳統(tǒng)產(chǎn)業(yè)煥發(fā)新的生機(jī)與活力。要實(shí)施普惠性創(chuàng)新政策，落實(shí)和完善研發(fā)費(fèi)用加計(jì)扣除、固定資產(chǎn)加速折舊等措施，支持企業(yè)與高校、科研院所、創(chuàng)客合作建立協(xié)同創(chuàng)新平臺(tái)，推廣“小核心、大協(xié)作”的“雙創(chuàng)”模式，促進(jìn)源頭創(chuàng)新、成果轉(zhuǎn)化、市場開發(fā)齊頭并進(jìn)，重點(diǎn)圍繞提升產(chǎn)業(yè)競爭力、滿足多層次消費(fèi)需求和助力破解醫(yī)療、環(huán)保等領(lǐng)域民生難題，大力研發(fā)新品、多出優(yōu)品、打造精品，著力提升“中國制造”的品質(zhì)和“中國創(chuàng)造”的影響力。 | We will comprehensively improve our supply capacity for innovation and facilitate the application and integration of scientific achievements into all sectors and fields to speed up the shift to new growth drivers, which are derived both from the emerging industries and the upgrading of traditional sectors. Driven by scientific innovations, the emerging industries in China are thriving, spearheaded by new forms of business, like the digital economy, sharing economy and platform economy. Proper regulation must be exercised to ensure healthy development of these new sectors. Meanwhile, the new technologies, new forms of business and new models must be integrated into the first, second and tertiary industries at a faster pace, to infuse traditional industries with new vitality. We need to introduce extensive policy incentives to encourage innovation. Such measures as additional deduction of R&D spending in taxable income and accelerated depreciation of fixed assets should be better implemented. Greater support should be given to companies in setting up collaborative innovation platforms with universities, research institutes and makers. We should popularize the innovation approach based on core-group innovation enabled by wider circles of collaboration. We need to strive for parallel progress of innovation at the source, commercialization of R&D results and market development, and aim to develop more new, high-quality products that boost the competitiveness of our industries, meet the diverse consumer demand and help tackle thorny issues such as in medical care and environmental protection, with a view to raising the quality of Chinese manufacturing and influence of products "Created in China". |
| 我們要加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)，打造良好創(chuàng)新生態(tài)環(huán)境。保護(hù)知識(shí)產(chǎn)權(quán)就是保護(hù)和激勵(lì)創(chuàng)新。要開展知識(shí)產(chǎn)權(quán)綜合管理改革試點(diǎn)，構(gòu)建知識(shí)產(chǎn)權(quán)創(chuàng)造、保護(hù)、運(yùn)用體系，嚴(yán)厲打擊侵權(quán)假冒行為，使創(chuàng)新者的合法權(quán)益得到切實(shí)有力的保護(hù)，使知識(shí)產(chǎn)權(quán)更多轉(zhuǎn)化為現(xiàn)實(shí)生產(chǎn)力。要努力營造支持創(chuàng)新、追求卓越的社會(huì)氛圍，讓尊重勞動(dòng)、尊重知識(shí)、尊重人才、尊重創(chuàng)造蔚然成風(fēng)，讓人人皆可創(chuàng)新、處處是創(chuàng)新之地，促進(jìn)科學(xué)創(chuàng)新精神與企業(yè)家精神、工匠精神相結(jié)合，形成推動(dòng)創(chuàng)新發(fā)展的強(qiáng)大動(dòng)力。 | We need to enhance protection of intellectual property rights and foster an innovation-friendly environment. Protecting intellectual property is protecting and incentivizing innovation. We will pilot integrated management of IPR, establish a system for IPR creation, protection and application, and crack down on IPR infringement and counterfeiting to safeguard the legal rights and interests of innovators and turn more intellectual property into real productivity. We need to foster a social environment that embraces innovation and excellence, and respects hard work, knowledge, talent and creativity. We should enable each and every one to innovate wherever possible, and celebrate the spirit of innovation together with entrepreneurship and workmanship to generate strong impetus for innovative development. |
