上海合作組織成員國、觀(guān)察員國領(lǐng)導人以及有關(guān)國際和地區組織負責人齊聚美麗的黃海之濱，共同描繪上海合作組織進(jìn)入歷史新階段的發(fā)展藍圖，并就重大國際和地區問(wèn)題深入交換意見(jiàn)，達成廣泛共識。 | Leaders of the member and observer states of the Shanghai Cooperation Organization (SCO) and heads of international and regional organizations have gathered here at the beautiful coast of the Yellow Sea to draw up a blueprint for the SCO's development as it enters a new phase in history. We have had an in-depth exchange of views on major international and regional issues, and reached broad consensus. | |
這次峰會(huì )期間，我們充分肯定印度、巴基斯坦加入以來(lái)本組織取得的新發(fā)展，共同發(fā)表了《上海合作組織成員國元首理事會(huì )青島宣言》、《上海合作組織成員國元首關(guān)于貿易便利化的聯(lián)合聲明》等文件，批準了《上海合作組織成員國長(cháng)期睦鄰友好合作條約》未來(lái)5年實(shí)施綱要。我們商定，恪守《上海合作組織憲章》宗旨和原則，弘揚互信、互利、平等、協(xié)商、尊重多樣文明、謀求共同發(fā)展的“上海精神”，堅持睦鄰友好，深化務(wù)實(shí)合作，共謀地區和平、穩定、發(fā)展大計。 | During this summit, we have fully recognized the new progress made by our organization since the accession of India and Pakistan, issued several documents including the Qingdao Declaration of the Council of Heads of Member States of the SCO and the Joint Statement of the Heads of Member States of the SCO on Promoting Trade Facilitation, and ratified an action plan for implementing the Treaty on Long-Term Good-Neighborliness, Friendship and Cooperation of the SCO Member States covering the next five years. We have agreed to abide by the goals and principles of the SCO Charter, carry forward the Shanghai Spirit of mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations and pursuit of common development, and jointly pursue regional peace, stability and development by promoting good-neighborliness and friendship and deepening practical cooperation. | |
我們一致認為，當今世界正處在大發(fā)展大變革大調整時(shí)期，世界多極化、經(jīng)濟全球化深入發(fā)展，國與國相互依存更加緊密。世界經(jīng)濟復蘇艱難曲折，國際和地區熱點(diǎn)問(wèn)題頻發(fā)，各國面臨許多共同威脅和挑戰，沒(méi)有哪個(gè)國家能夠獨自應對或獨善其身。各國只有加強團結協(xié)作，深化和平合作、平等相待、開(kāi)放包容、共贏(yíng)共享的伙伴關(guān)系，才能實(shí)現持久穩定和發(fā)展。 | We share the view that the world is undergoing major development, transformation and adjustment. The trend toward multi-polarity and economic globalization is deepening and countries are increasingly interdependent. In the face of tortuous recovery of the world economy and various international and regional hotspot issues, countries are confronted with many common threats and challenges that no one can tackle alone. Only by enhancing solidarity and coordination and deepening partnerships featuring peace, cooperation, equality, openness, inclusiveness and mutual benefit will we be able to achieve lasting stability and development. | |
我們一致主張，安全是上海合作組織可持續發(fā)展的基石。各方將秉持共同、綜合、合作、可持續的安全觀(guān)，落實(shí)打擊“三股勢力”上海公約、反恐怖主義公約、反極端主義公約等合作文件，深化反恐情報交流和聯(lián)合行動(dòng)，加強相關(guān)法律基礎和能力建設，有效打擊“三股勢力”、毒品販運、跨國有組織犯罪、網(wǎng)絡(luò )犯罪，發(fā)揮“上海合作組織－阿富汗聯(lián)絡(luò )組”作用，共同維護地區安全穩定。 | We hold that security is the foundation for sustainable development of the SCO. All parties, guided by the vision for common, comprehensive, cooperative and sustainable security, will jointly uphold regional security and stability by implementing the Shanghai Convention on Combating Terrorism, Separatism and Extremism, the Convention Against Terrorism, the Convention on Countering Extremism and other cooperation documents, promoting counter-terrorism intelligence exchanges and joint actions, strengthening legal foundation and capacity building, effectively combating terrorism, separatism, extremism, drug trafficking, transnational organized crime and cyber crime, and leveraging the role of the SCO-Afghanistan Contact Group. | |
我們一致指出，經(jīng)濟全球化和區域一體化是大勢所趨。各方將維護世界貿易組織規則的權威性和有效性，鞏固開(kāi)放、包容、透明、非歧視、以規則為基礎的多邊貿易體制，反對任何形式的貿易保護主義。各方將繼續秉持互利共贏(yíng)原則，完善區域經(jīng)濟合作安排，加強“一帶一路”建設合作和發(fā)展戰略對接，深化經(jīng)貿、投資、金融、互聯(lián)互通、農業(yè)等領(lǐng)域合作，推進(jìn)貿易和投資便利化，打造區域融合發(fā)展新格局，為地區各國人民謀福祉，為世界經(jīng)濟發(fā)展增動(dòng)力。 | We point out that economic globalization and regional integration are the compelling trend of our times. All parties will uphold the authority and efficacy of WTO rules, strengthen an open, inclusive, transparent, non-discriminatory and rules-based multilateral trading regime, and oppose trade protectionism of any form. All parties will continue to work in line with the principle of mutual benefit to improve regional economic cooperation arrangements, enhance the Belt and Road cooperation and complementarity of our respective development strategies, deepen cooperation in business, investment, finance, connectivity and agriculture, advance trade and investment facilitation, and foster new prospects for integrated development of the region to deliver benefits to our people and add fresh impetus to global growth. | |

我們一致認為，上海合作組織擴大國際交往和合作十分重要。各方愿在平等互利基礎上，深化同觀(guān)察員國、對話(huà)伙伴等地區國家的合作，擴大同聯(lián)合國及其他國際和地區組織的對話(huà)和交流，共同致力于促進(jìn)世界持久和平和共同繁榮。 | We believe that it is very important for the SCO to expand international interactions and cooperation. On the basis of equality and mutual benefit, all parties will work to deepen cooperation with regional countries including SCO observer states and dialogue partners, and step up dialogue and exchanges with the UN and other international and regional organizations to jointly promote lasting peace and common prosperity of the world. | |
我們一致商定，本次峰會(huì )后，吉爾吉斯共和國將擔任上海合作組織輪值主席國。各方將積極支持和配合吉方履行主席國職責，辦好明年峰會(huì )。 | We agree that the Kyrgyz Republic will take over the rotating presidency of the SCO after this summit. All parties will actively support and cooperate with Kyrgyzstan in fulfilling its responsibilities as the President and ensuring the success of next year's summit. | |
